You'll need to turn the valve to release fumes from the Dark Zone. To get the Marshals out of your way, you'll need to climb on top of the Dark Zone building. When you unlock this computer you'll see that there are Marshals keeping watch. Look around for a hatch connected to a nightmare computer. To get in the barracks you will need to climb up on top of the building. Look around for a disturbed area on the ground and use the item you grabbed at Sam's bar. Exit out the back door of the graveyard and head to the left. Solve the puzzle to access the Syndicate Graveyard. After getting this item, head to the Hall of the Dead.
